I’m trying to troubleshoot what’s causing this site’s menu to bounce on hover. It’s rather intermittent and am not sure what’s causing it.
It looks like the personal injury menu list is being built differently than the property damage list. It almost looks like the personal injury list is being rebuilt every time it’s accessed.
If you have to rebuild that list every time, you could hide the elements until the whole list is built, then show them. Would prevent the scrolling flicker.

It looks like a different class was being used and creating the fiasco for the submenu. I made a mod and it works great now.
