Server Error...It may be down for maintenance or configured incorrectly

I have recently received the assignment of moving an ecommerce website over to a different server.

I have changed the username/password/host/database settings in the config file and have imported the database onto the new server (through php MyAdmin).

When I load the webpage however I get the following error:

Server error.

The website encountered an error while retrieving http://localhost/CrazyBargainBuys/. It may be down for maintenance or configured incorrectly.

Here are some suggestions:
Reload this web page later.
More information on this error

I understand this information by itself is not enough to troubleshoot the problem so please ask me any questions which can pinpoint the problem. The screen recording with the link below will help to shed more light on this

Regards

Increase error reporting and then check your error logs.

Have enabled error logging from php.ini file. Restarted and this is what I get:

I have tried to run index.php twice so there may be double ups in the error. Also I have changed the directive for allow_url_include to On since then.

I have also checked the addresses mentioned and they are all correct.

So the real question is, why is your application including files by specifying a URL instead of file system path?
