Sage Theme - What dir should i be in when installing Bower, Gulp...?

Hi,
I was following along with SitePoints Sage tutorial, the URL of which is …

Under the heading Workflow is command to install bower gulp and more. btw - this is after installing Node.js. The command is:

npm install gulp bower browser-sync asset-builder wiredep --save

But in the tut it doesn’t say where one should be via the command line when running that command. I’m asking because my bower commands aren’t found.

When running that install command should i be in the SAGE theme directory? Or the user’s root directory? or where?
