Can the admin restrict the user more strictly than just assigning roles such as author, contributor and editor?
And where can I find out how much latitude each role has please?
are the wp restrictions as strict as say…unix restrictions?

If you want more granular restrictions, you’ll have to install a plugin.
I’ve used http://wordpress.org/extend/plugins/role-scoper/ , and it is very granular.
There’s also a few other plugins on the wordpess plugin site that aren’t quite as involved as Role Scooper that you might want to take a look at too.
