Does anyone know where I can go to have someone build a PHP video player for me?? Not any kind of professional business, just a website that you can recruit people from.

It would be good to clarify what you mean by that before going to a service provider, as that’s a bit of a vague concept (PHP doesn’t play video). Rather than specify a technology, just carefully lay out what you actually need the site to do, and then ask someone to build it for you. Unless you know how to build something like this, allow someone else to worry about how it’s done.
