Jquery for Announcement

Hello All,

Please advice me to build a jquery lightbox (Kind of), where i can make announcement(if any). Which will pop-up when someone comes into the index.php (which would be : desi4um.com- which is being redirected to index.php.) must see a one time popup.

It should come backup again, either new announcement is created (or subject has changed…) or cookies being cleared by user.
