You need to give more details about what you want. If you want to gather subscribers in a mailing list, there are many ways to do that, but I prefer to go with 3rd party providers like MailChimp or CampaignMonitor for things like this.

Why do you want to do that, and why do you need software to help you?
If you are visiting a site and want to contact them, you should be able to find their e-mail address (if there is one displayed) quite easily.
If you mean that you want some kind of software that will search the internet and harvest e-mail addresses so that you can send spam e-mails to them, then forget it. We do not promote spamming or any similar technique in this forum.
