My website is penalized by penguin update 2.0 and the rank fall in search engine.
so now what should I do to recover my previous rankings?

If you know that your website was penalised because of Penguin2, you’ll know the things that you’ve been doing wrong. Stop doing them! That’s all there is to it. Follow Google’s guidelines and you will be fine.
If you want a review of your site with a focus on SEO, you can ask for that in the Website Reviews forum. Please note that before you can ask for a review there you need have reviewed at least 3 other websites with a substantial (i.e. more than just “nice”, “I like it”, etc) reviews.
Remove bad links, either manually or using Disavow tool, ans wait for next update. In between that work for website branding, let your website recognized by leading brands and journals. Create good content and emphasize your strategy to solve the issues or concerns of your users.
Remove the links that got you in this position and start building quality links from reputable sites. This should help solve the problem

If your website is penalized by penguin update 2.0 then for getting rank back you want to wite good unique contents related to your website and then submitt them on high pr article sites such as ezine article,goarticle and supper article etc as well as create your website linkwheel by posting good content on web 2.0 sites like blogger,wordpress and weebly etc.
The things you should do to recover the previous ranking is delete the unrelated and low quality backlinks in your website and concentrate on the content present in the website, then do off-page on article submission, web2.0, blog comments and forum posting until you get your previous position.

These are all good tips and I am facing a similar situation with my site. SEO is such a moving target sometimes and is a long-term process that is always changing. I got lazy and didn’t do enough work so now I am playing catch up. The suggestions here are good and it all works it just takes time and effort.
First of all delete all badlink. and if you write and post article, you write fresh and unique content and submit high PR website like Goarticle and sooper article,and after aproval in your article you can submit minimum 15 to 25 bookmarks in High PR site like digg, in unique description and targeted your keyword.and other work is also continue like forum posting, blog comenting press release etc.but main point is is in your content, if your content is uniue and qaulity content,you are esily recover your ranking.
