I like your question. But everyone have moderate idea about SEO, who work as a freelancer. Just I am trying to gather good information but doesn’t expect like your question.
I too am confused. I guess it might be a Language thing.
I am an Expert on SEM, SEO, International Search Engine Marketing, I am also a Mechanical Engineer and working as an Executive Engineer.
To me “expert” equates to someone that is extremely knowledgeable.
Not omnisciencent, but definitely beyond beginner or even advanced level.
Does not the word expert meant the same to you?
Surely, as an expert you would be in a position to be able to provide good information to others and not need to ask such a beginner question yourself.
What am I missing here?

Are we perhaps misreading it? Is your question more about how to find work as a freelancer, rather than specifically about SEO?
Try the bid sites like Guru, OneSpace and Fiverr. You might not get top dollar for your efforts, but you’ll build your portfolio, get experience with clients and build a reputation.

I agree, guru and fiverr are good growing platforms, that a lot freelancers can find some orders to do for cash.
