How to create this effect in Bootstrap 3 using grids & CSS3?

Hi i am stuck… i really need some help how can i create some GRIDS and place the header of the page using a background image in CSS3 for a DIV.

Can somebody please help me?

Btw the HOUSE is a background image:

Do you have a link to a page so we can look at the code?

I’d place that house as a background image and have the border just be a regular CSS border…nothing too special. Do you have any code to work off of? Perhaps a website? Should be just a simple background image/border.
