i want to create a CMS for my mobile website, anyone suggest me how i would create it ?

I would suggest rather than creating a CMS for mobile that you create a responsive theme for a CMS (Drupal, Wordpress, Joomla, etc…). That way you can take advantage of having a highly supported platform and still have it work on mobile devices. You could have a mobile friendly responsive theme for the public facing site and a mobile friendly responsive admin theme as well.
