How to create a singup form or redirect a user to another page

I want to redirect a user to another web page getting its e-mail id so guys tell me how can i create signup form which can redirect user to next page after getting e-mail id and name.
I’m using blogger platform

Well then you’re going to need a Blogger plug-in or addon. Since Blogger is a hosted service I very much doubt that Google allows you to add your own PHP code. Have you searched for suitable plug-ins?
