How to create a interactive image with links?

Hi everyone,

I am trying to create a website for kids. The homepage for the site will have a large cartoon background image. My question is, what is the best way to implement interactive links on the background image? The interactive part dosen’t have to be so complicated, some part of movement would suffice. The question is what would be the best way to accomplish this? Any advice would be much appreciated!
