What is a follower? Somebody who has read your tweets and finds them sufficiently interesting to want to follow you and keep up with your messages. These people are not followers, because they haven’t read your posts and signed up. In all likelihood, they are fake accounts, set up purely for the purpose of selling fake likes, followers, etc. Forget trying to scam the system and buy success in this way. Concentrate on producing genuinely worthwhile content that genuine people with be interested in.
I’m not a Twitter user, so I’m not sure I understand your question. Are you suggesting that you have access to ten user accounts, and are wondering if posting the same tweet on each account would be the same thing as 10 genuine followers retweeting one unique post? If so, my gut instinct is no. Firstly, ten accounts all posting exactly the same tweets will look awfully like Spam (because it is) and may result in one or all being penalised. (As I said, I’m not a Twitter user so I’m guessing.) Secondly, I would have thought that the value of having genuine users retweet your posts is that your message then reaches their friends, who may pass it to their friend, etc., thus reaching new users. That isn’t going to happen if you just use multiple accounts to tweet the same thing.
As far as I know, Twitter uses nofollow on external links, so no, you can’t get backlinks to your site via tweets. In any case, links which you can easily obtain for yourself are regarded by search engines as worth very little. The only backlinks which are really worth having are those created by other people who consider you have high quality content which is worth linking to.
