I am wondering what blog platforms people are using to build links off other than wordpress.com
You can post your content on Blog.com, Tumblr, blogspot, blogster, iblog and you can find more on google. 
Any links you can create yourself are worthless as far as Google is concerned.
Read and follow Google’s guidelines (below) and don’t get too anal about SEO.
I confess to being somewhat puzzled by the question. Are you suggesting that creating a blog on a separate platform to your website is somehow a method for gaining backlinks to your site? As @Gandalf has already said, links you create yourself are largely worthless in this respect.
Of course, if those links point to useful and relevant content on your site that will be of interest to your blog visitors, then they may well drive traffic, but a blog on the same platform as your site would do the same.
