Does any one know if a web form from another website can be embedded in another site?

Embedding meaning with the CSS of the new site

I do not understand what you are asking to take from one web site and use on another.

Generally speaking, web sites are or forms on web sites are custom coded. While some parts can be copied, other parts may not work properly.

Can you please describe more clearly what you want to do and include the example sites that you have in mind?

You could try out Wufoo, which lets you create sophisticated forms and place them on your own site.
