file_get_content() vs UCS-2 Encoded URL

Hi folks,

Warning: file_get_contents() expects parameter 1 to be a valid path…

i am passing a url to file_get_content which has a portion of text UCS-2 Encoded. So probably because of that i think it is displaying a message. What can i do to solve this issue?
