Lists are a formal structure, like HTML tables are a formal structure, like definition lists are a formal structure.
Lists must be written without non-list tags between the <ol> or <ul> tag pairs and the <li> tags. “other” tags needed for the content of the list items can be added inside the <li> pairs as needed.
In other words, one cannot put <div>s or <span>s, etc, between list items.
Your question would be part of a very basic HTML course. Please allow me to again suggest that you take a basic, formal HTML course so you learn HTML fundamentals in an organized, complete venue rather than haphazardly through asking impulsive questions.

A list that isn’t ordered is unordered and a list that isn’t unordered is ordered - so what type of list is it you are trying to create that is both ordered and unordered at the same time?

@asasass, why don’t you get a book or sign up for a video tutorial on basic html and css, work through the book or course, then you will know the answers to all the basic questions such as whether <li> tags need to be inside <ol> or <ul> tags or not. You will find that you will learn a lot from these, and the html markup and css styling will make a lot more sense to you.

Can you answer the question I asked above?
By now, you have learned that different HTML tags have different properties. (That is part of what makes them unique). <ul> and <ol> tags have default top and bottom margins (like paragraphs do) and default padding-left. If you wish to negate these defaults, then apply {padding-left:0; margin:0;} to the <ul> or <ol> tag.
Can I do it this way, or should I do it your way? And is there a difference?

If this:

then there is a difference.
Applying a negative margin-left and negative margin-top to the html and body structures is not a good idea. I can’t image what useful purpose it would serve in a normal web page other than to cause trouble.
Why don’t you try it and see what happens?

Why are you applying a negative margin-left to the <ul> when the default property is padding?
And why are you adding margins around the html and body? You cannot do that and expect height:100% to be accurate. The overall height will be greater than 100% and a vertical scrollbar can be expected.
Why isn’t it margin?

Why are you bringing my taste in page appearance into the issue? What I think doesn’t matter.
What matters is whether or not you are satisfied with the way your page looks.
Because it’s padding?
Why would you choose to apply a negative margin to counteract the effect of padding when you could simply set the padding to zero?
