Are there any permission issues or something else is there?
It’s nothing to do with permissions. The path to your CSS is wrong. Try removing the / at the beginning.

http://html.trafficopedia.com/RF3/css/style.css
When you start with a backslash that means relative to the root file and RF3 is not your root file.
