Can htaccess redirects do this?

So I am redesigning an existing site, the old urls are:

/blog/Category/post-name-here.php

/category/post-name-here/

So a few things going on:

  1. Remove blog from the url
  2. Convert to lowercase
  3. Remove php

I can do basic 301 redirects but nothing with clever logic required here, don’t suppose folks could help me?
