My developer is building a drag and drop website builder that’s based on bootstrap. What framework should he use? Is it okay if he builds it on Bootstrap 4?Is it stable enough to build a project on? Or, should i ask him to build this in BS3 itself?

Seems like it’s still in alpha right now, so I wouldn’t advise using it in production. (There seem to be lots of changes happening.)
It’s only a CSS framework anyhow, so I can’t see a problem using V3. I have no idea how many people feel compelled to upgrade their framework versions, but I can really think of a good reason to. Sounds like a pain to do.
As @ralphm said, it could be changed in time so you should not relay on it for now. However, if you have a big project, that will be coded in one year (just an example - portal, something big) you can try to use 4 because “new” is better and you can adjust in time.
