How to add or alter the locations system in a theme,

Im using a classifieds theme with a basic locations system, I want to make this a bit advanced by maybe using taxonomies and geolocations

Can anyone advice me, ive been looking but ive found nothing that can do it, ive found a few themes that have done it but I cant tell how.
