I know that users can add a shortcut to a website on their homescreen, but is there a way to initiate this action from an HTML link? I don’t mean to force the action or anything, just a “click here to add this page to your home screen” type of thing that would open a prompt allowing them to confirm. Basically just making it easier for them.

No, but there is a “like” button for each post, the heart icon at the bottom. You are encouraged to use it, as it helps with your trust level in the forum.
