Accented characters supported in ISO-8859-1?

Is it possible to have accented characters used when the character set for a website is ISO-8859-1? Or do I need to update the website code to use UTF-8? I need to display words like Améo on the webpage and insert it into a mySQL database which is also not setup to use UTF-8 yet.
