It’s up to you, really. You can choose how each element on the page scrolls. Often, text etc. is left to its default scrolling, while images are made to scroll at different rates. But any element can receive parallax behavior.
Parallax basically means that some elements on the page scroll at different rates from others, creating the kind of 3D effect that @convergentinfoware mentioned.
