I think the in-house person to direct the interview(or part of the interview team) must be able to ask the necessary professional questions. For instance, he must know what services are required, what is expected from the developer and review his portfolio.
On many occasions when I talk to some people and I ask some basic questions and I cannot get the appropriate answer from that person. I conclude that there is no point in going further. Again, I think any respectable professional will not promise to undertake a task he cannot accomplish easily?
