It makes sense to group all the rules affecting a particular element or class together, where possible. That makes it easier to read the CSS and see what’s going on, and less likely that you’ll accidentally override one rule with a later one, which can easily happen if they’re dotted about at random.
Combining rules to keep the CSS short is generally a good idea, but there are times when it’s better to have two separate rules.
