I was trying to explain to @Mittineague what was going on. It sounded like @Mittineague was thinking that I am using :hover pseudo class. @Mittineague provided the some of the first helpful info that helped understand and experience using the :target pseudo class. Thanks
I think I am seeing people use a combination of both JavaScript and CSS to achieve nice results. Is that idea on target? Thankis
Make sure that it is workable with just the CSS. Any JavaScript you add should just enhance the effect and not break anything if it doesn’t run

no. the idea behind :target is to use the URL’s hash for styling.
