How much is difficult to do?
Currently, and now scripts can be used for Wordpress web sites and easily integrate copy and paste calendar javascript code in Wordpress editor.
What I would like to change?
I want the script installed as wordpress plugin and setting calendar script (script admin panel) is within the Wordpress admin panel.
How much would it cost to make this WP plugin?
That is the wrong approach.
The correct approach is utilizing one of the thousand calendar plugins and customizing it to suite your exact business needs. I would find it difficult to believe that something in the WordPress ecosystem doesn’t at least get you to half way of that goal.

You didn’t provide one reason that supports starting from scratch. If its open source code it can be customized to suite any need.
