Does this work only on a server? The site I am working on is not online and will not be for some time. On my computer nothing works. I use Mac OS 10.3.9.

Can the same thing be viewed offline on the local comp too or does it have to be uploaded to a server to be seen? As I tried it but on the local comp it doesn't seem to work.

There is a neat little application that will assemble an .shtml with SSI calls and let you view it locally. (Of course the called files have to be in the same position relative to the main document that they would be on the server. )

It's free and it's here

Just a quick note (something I see all the time), with programmed SSI's make sure that your included file has the same extension as your language, e.g. includefile.asp

I have seen files titled .inc quite a bit, the trouble is this will be served by some websites at plain text. Which is good fun and games if you're storing database passwords and the like
