The thing that people seem to forget so often when referring to the Digital Divide is the absence of relevant content on the Internet for people considered socially excluded/underserved etc.
what good is the hardware if there isn't enough meaningful, useful, accessible = understandable, relevant content. children's partnership has a couple of very good reports that are not rather old but still on point about making content accessible to people who may have low literacy, are poor etc. Web 2.0 is has come a long way towards enrolling people who are disadvantaged in creating their own content and government entities - particularly in the UK are making efforts to present information in Plain English/Plain Language but there is still a long way to go.

the ideas presented here could easily be applied to any poor population around the world

Since when was the UK a poor country? I know what you mean, but you worded it rather funny.

In Africa, the lack of access to PC's is mitigated by the fact that there are 1.2 mobile phones per person on average. This means that mobile network usage *could* be ubiquitous IF there was decent and cost effective access.
