not quite sure i understand the author's statement ... "[potentially give] users the feeling that they don’t actually own the applications they’re using."

they don't own them!?! any application i am aware of is "licensed", or leased, from the developer and/or authoring company.

"Google has indicated that their Android marketplace will be wide open"

How wide?

Are you really that naive to think that phone carriers will allow apps for tethering, VOIP, live TV, etc., that directly compete with their own services?

Grow up.

I don't believe that Microsoft is even going to try to be as restrictive as Apple is with their marketplace. It would be impossible to close things now, since Windows Mobile has been open for so long. It makes perfect sense for Microsoft to try to put all of the applications available for Windows Mobile in one place for their users. They've already tried to do this with the Windows Marketplace. Instead of having applications scattered all over the internet, everything will be organized and simplified, with one payment gateway for commercial apps.
