Good timing for this topic. The Open Web Foundation has been announced. Sounds like a good place to get Open Web defined <em>and</em> to potentially keep that definition rolling forward as new technologies come up.

Though I can't say authoritatively, I'd imagine that "Open Web" originated as a term to differentiate HTML+CSS+JavaScript (the standards supported by multiple browsers/vendors/tools, etc.) from things like Flash. Back then, the definition didn't really need any more precision, because Flash (and other various formats that were less popular than Flash) was clearly a single vendor, closed source, proprietary system.

Today's ecosystem is more complex, given the varying states of openness of Flash, Flex, Silverlight and other tools. The non-HTML+CSS+JavaScript tools are more open than they were when the term "Open Web" came along. Hence the desire to put a more precise definition on "Open Web" today.

Brad's recent post has some good comments that are heading in the direction of a working definition.

I can't help but wonder whether terms like this come from in the first place - how can a term enter currency without a clear sense of its meaning? Isn't its meaning just, whatever the person who first coined it meant?
