If the forum is targeted and well moderated the users are better qualified and so will be the user experience. I believe a higher CPM rate is based on the quality of the user experience and trust the site can develop.

Paid subscription is a difficult option in these days of free-Internet stuff. All other options you listed are good and practical. I think, rather than paid subscriptions, the charge mode as employed by ebay, amazon etc. is better where you only pay when you gain something from the services offered by the website. I am sure, paid subscription is not going to work with sites such as mine.

On http://what-is-what.com I've started selling text link advertisements direct to advertisers. I've made more than I thought that I would, and much more than services such as text-link-ads.com would have given me.

I just launched a forum about a month ago: http://www.theblogexperiment.com so these tips are all things I've considered. For now, I'm going with adsense and may in the future offer a premium membership.
