What exactly does the _engine_ do? I understand the parser part, but how could Zend – which in my mind _is_ PHP – be replaced with Parrot?

Ignoring extensions for a moment, PHP in the end is just text. You can parse it with anything (even Javascript) then intepret what the PHP code is trying to do in that environment.
