Chief Engineering Program Manager

We seek an experienced Chief Engineer responsible for overseeing the bidding, definition, execution, and closure of engineering functions within specific programs and projects. The role involves coordinating with internal and external stakeholders to ensure that technical solutions meet contract requirements are delivered on time, within budget, and adhere to quality standards. Responsibility: Represents the project engineering function for the execution of all aspects of programs/projects/bids relating to internal (PM, Growth, OPL, QA, and Supply Chain) or external stakeholders (customer or certification authorities). Accountable for ensuring that the proposed technical solution meets technical contract requirements and will be communicated across all relevant engineering disciplines. Accountable for ensuring adherence to the internal processes for the development/certification of products at the engineering project level; processes included: change management, configuration management, risk management and opportunity management, quality management, etc. Accountable for the delivery of an integrated and overall solution for a system or sub-system; on time, within cost and quality parameters. Responsible for providing and managing the project plans & engineering schedules, task definition, effort estimations, and risks/opportunities. Coordinates the technical development tasks, priorities, dependencies, and design reviews across all engineering disciplines with the support of a Systems Engineer. Plans and executes engineering program/project activities within the agreed budget with the Program Manager. Aligns the demand for project engineering resources with the support of the line managers. There will be no direct management responsibilities in this role. The position focuses on technical/program leadership and expertise rather than managing a team. The candidate will work independently and collaborate with other engineers and teams but will not have direct reports or management duties. Qualifications: At least 8 - 10 years of experience developing programs/projects and certification aspects. Strong skills in program execution, customer engagement, and team collaboration. Must be able to drive execution without direct control over resources. Experience in highly regulated environments, such as the aerospace or defense industry. Experience with security classifications or similar regulations is important due to the nature of some programs being classified. International experience in managing technical teams or leading technical solutions and execution. Knowledge of multiple engineering disciplines (such as Systems, Hardware, Firmware, Software, or Verification & Validation) to manage all development phases and challenge technical solutions.
