Title: Business Analyst - MMIS
Location: 100 Hancock St, Quincy, MA 02171, The primary work location for this role will be 100 Hancock Street, Quincy MA 02171. The work schedule for this position is Monday - Friday, 9:00 AM - 5:00 PM, with flexibility available and based on operational needs. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

PROGRAM OVERVIEW:The Executive Office of Health and Human Services (EOHHS) provides services that directly touch the lives of slightly more than 1 in 4 residents in the Commonwealth. Some of our most vulnerable citizens, including children, youth, adults, and the elderly are served by The Executive Office of Health and Human Services. EOHHS is the largest secretariat in state government and is comprised of 12 agencies, in addition to 2 soldiers' homes and the MassHealth program. The Commonwealth of Massachusetts' Executive Office of Health and Human Services is currently seeking an exceptional individual to join the EHS IT team. This is an exciting opportunity to join a highly skilled team and contribute to critical and highly visible projects and processes within the Executive Office of Health and Human Services.
The Medicaid Management t Information System (MMIS) seeks a Senior Business Analyst (BA) to support our initiatives support our initiatives. The BA will report to the MMIS acting PMO lead. Responsibilities will include gap analysis, gathering and documenting business/technical requirements, and systems documentation through the project life cycle, including discovery, design, development, testing, and implementation of projects and any enhancements to meet the project objectives. The BA should be well-versed in the systems development lifecycle and testing cycles. Preference will be given to candidates with prior experience with Medicaid systems, testing, and government experience. The BA must have sufficient knowledge of working in an Information Technology (IT) environment. Ensure the entire scope of work aligns with standard operational procedures and standard practices. The BA primary responsibility is to support the Senior PM to oversee delegated areas of responsibility, project vetting of documentation, validation of implemented coding through self-testing or coordination with testing team meets the requirements and conforms to all applicable Federal and state laws. Note - this position will be working on Hybrid schedule with an expected two days' work in the Quincy office location.
Detailed List of Job Duties and Responsibilities: - Candidates will be expected to demonstrate business and technical analytical skills.
- Lead and participate in joint application discovery, design, test sessions with stakeholders.
- Conduct and document data analysis and query, as well as gap analysis.
- Develop test strategies, test scenarios and test cases based on written requirements.
- Execute and review test runs and sign off on testing components.
- Document business, functional and systems requirements and participate in their development and testing.
- Provide oversight role, as required, during the stabilization phase of each migration including monitoring of system change execution, the development of system "fix" strategies and the close monitoring of the implementation of those strategies
- Communicate updates and changes to impacted stakeholders and project teams.
- Collaborate with technical and vendor teams to capture, track and vet requirements and create traceability from requirements to implementation.
- Collaborate, where required, to capture and change activities.
- Provide back up to support PM where required.
- Support MMIS portfolio dashboard development/enhancement
- Strong MS office skill including Excel, Power point, VISIO etc.
- Other responsibilities as required.
Preferred Qualifications: - Bachelor's degree or higher in Business, IT or Healthcare administration with minimum 3 years' experience, or equivalent in healthcare administration setting ,
- Strong business/systems analysis ability and problem-solving skills
- Some development skills preferred.
- Strong data analysis skills
- Excellent communication skills written and verbal; and presentation skills
