SUMMARY: Under direction, performs a wide variety of advanced professional duties in facilitating and coordinating the development and implementation of technology solutions to meet enterprise and departmental business and operational requirements; brings together department technical specialists to develop detailed, integrated business process requirements and specifications; works with cross-functional teams and IT staff to plan, recommend and install technology solutions; provides project leadership and oversight; and performs related duties as assigned. The Legal Services Department is seeking an experienced professional to provide project management and technical leadership in support of the Information Governance (IG) Division. The ideal candidate will have the ability to strategically plan, design, and execute software development in a Content Services Platform such as M365 and has experience with the associated tools needed for analyzing, migrating, and organizing content according to Information Governance (IG) best practices and legal requirements; have experience with application administration and support and procedure documentation; have an IG background, technical ability, and project management skills needed to work with the project Core Team, IG Business Systems Analysts (Knowledge Managers), and Knowledge Specialists (Director-Chosen) in departments, and other District personnel, as needed, to administer and maintain an organization-wide Knowledge Management Program that adheres to the Content Services Platform project requirements, the approved Records Retention Policy and Schedule, and Disposition Standard Operation Procedures to ensure that content is properly classified and managed. This individual should possess excellent leadership and interpersonal skills and be comfortable communicating with the IG Management, Legal Services Director, other Senior Management, and at all levels of the organization. MINIMUM/PREFERRED REQUIREMENTS: graduation from a four-year college or university with major coursework in business or public administration, management information systems or a closely related field; and five years of progressively responsible professional business systems analysis experience including advising clients on technology solutions and performing basic project oversight responsibilities; or an equivalent combination of training and experience. Experience in a government or public utility setting is highly desirable. A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy may be required for certain assignments. JOB RESPONSIBILITIES/DUTIES: Knowledge of: Principles, concepts and practices of business process and systems analysis including business modeling, at a highly proficient technical level; principles of software lifecycle management; systems design theory, concepts and principles including data management and administration and development concepts; current business management theory and concepts and techniques for process improvement, including benchmarking and process reengineering; project management principles, practices, tools and techniques; Agile development principles, practices, tools and techniques; systems prototyping and the uses of joint application development processes; basic concepts and practices of effective internal consulting; District and/or departmental business processes commonly supported by applications; standard business software, including word processing, spreadsheet, presentation, graphics and database programs; laws, codes and regulations pertaining to the use of computer hardware and software; principles and practices of sound business communication; principles and practices of effective team leadership. Ability to: Learn, understand and apply enterprise and department business processes and requirements to the depth needed to consult effectively with managers and users on current and long-term solutions to department needs; develop a "big picture" conceptual framework and apply state-of-the-art technology, business management and process improvement techniques to formulating integrated, business based technology solutions to department operational and service delivery problems and issues; facilitate user, cross-functional and development team meetings, negotiate understanding and build consensus agreements; perform project management and program coordination responsibilities; work collaboratively with department and Information Technology team members to ensure project accountability and success; set priorities and balance responsibilities for multiple projects and initiatives to ensure timely, high quality results; read, understand, interpret, explain and apply complex business and technical information, evaluate issues and alternatives and reach sound independent conclusions within established policy guidelines; communicate clearly and effectively to diverse audiences of technical and non-technical personnel, orally and in writing; prepare clear, concise and comprehensive reports, documentation and other written materials; use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations; establish and maintain highly effective working relationships with all levels of department and Information Technology staff, consultants, vendors, contractors and others encountered in the course of work, and especially be able to provide technical guidance and direction to more junior staff, as required.
