Programme Manager - Corporate Buildings Programme Job Reference: 25001126 Location: Base location may be agreed on appointment. Contract Type: Fixed-Term until 31 October 2027, subject to review. Status: Full-Time Working Pattern: 36 hours per week Vacancies: 1 Grade/Scale: Senior Principal Officer (2) | NJC pts 49 - 52 | £58,998 - £62,158 per annum plus essential car user allowance Additional Information: Base location may be agreed on appointment. As the role carries regional responsibility, travel across EANI sites will be required and a percentage of off-site working may be required. The Education Authority (EA) like other public sector organisations in Northern Ireland, in recent times has experienced significant changes in how its corporate office estate is utilised. Through the Corporate Buildings Programme, the EA aims to provide a smaller, fit for purpose, better-connected, sustainable corporate estate which will provide a flexible and collaborative working environment in line with modern working practices, ensuring an optimum level of corporate office accommodation is maintained to deliver services. The estate will be strategically located to ensure it is accessible to our staff, the children and young people, and communities we serve. As is the case for all public services, the education sector continues to face unprecedented financial challenges. This programme will assist in addressing these challenges over the longer term by reducing corporate estate costs and aligning with the corporate objective of managing our resources effectively and efficiently. Job Purpose The Programme Manager will be required to take on the entirety of the programme manager role. This will span reviewing project architecture, through to leading project teams of varying scale to deliver outputs & milestones against schedule, managing all elements of risk and providing appropriate accountability and assurance for the Senior Programme Managers, SRO and Project Board. The Programme Manager will work with colleagues across EA Services, to ensure that technology solutions and good project governance, are delivered to enhance the operations of the Authority; and ultimately contribute to supporting improved outcomes for children and young people. They will also play a key role in realising the transformation objectives within the EA and across other Directorates. The Programme Manager will lead the procurement, design and/or implementation of the following: To hold overall responsibility for the successful procurement, initiation, planning, design, execution, monitoring, controlling and closure of projects allocated to them. To work closely with team members to ensure that all project requirements, deadlines, and schedules are on track. Responsibilities include submitting project deliverables, preparing status reports, and establishing effective project communication plans as well as the proper execution of plans. To assist or lead the provision of assurance to the SRO and Programme Board through the establishment and maintenance of robust programme governance processes and ensuring that they are adhered to throughout the programme life cycle. To be responsible for managing and delivering a programme that may contain several strands within a project, programme or portfolio structure. To make sure that the scope and direction of each project is on schedule, in line with agreed parameters/budgets set by the Senior Programme Managers, SRO and Programme Board. To make links and form relationships with external agencies in order to develop better public sector partnership working. Person Specification Hold a Bachelors Degree (UK Qualification and Credit Framework Level 6) or an equivalent or higher qualification; AND have three years demonstrable experience of working at a senior level within a complex business change projects or programmes; OR Have five years demonstrable experience of working at a senior level within a complex business change projects or programmes.
