hello friends I have installed wordpress on my site but I want make article submit site so how can I make it. Is any themes provides by wordpress or I have to take developer help.

Wordpress themes for free are thousands. So you need to choose one, or you can buy from http://www.themeforest.net. And then you can move to next step.
You can try other search terms and probably find others, but I came up with 3 free themes at WordPress Extend http://wordpress.org/extend/themes/search.php?q=article+submission
If you want to pay for a theme, you can Search for those, we don’t need this thread becoming cluttered with advertisements.
Chances are, if you can find a theme “close” to your liking you’ll be able to tweak it by getting assistance from others here in the forums. Or you could look for a themer in the Marketplace or elsewhere. But don’t forget, plugins can do wonders at modifying too, so check those out as well.
