I find that the major difference between a resume and a CV is that one will write a resume when looking for a job, whereas people will maintain a CV throughout their working career to use for a job. That’s why sites like Stack Overflow Careers refer their profiles as CV’s, despite its American roots.
A CV isn’t created for an interview; in schools pupils are usually given a number of lessons to help write a CV for when they leave.
Everything I have ever seen relating to job sites uses the two terms interchangeably, using CV as an abbreviation for resume. If the employment agencies use the terms to mean the same thing then what basis do you have for suggesting the different meanings? Neither one is prepared for a specific job application although you may have several versions written with different emphasis and choose the one to send that gives the appropriate emphasis for the type of job being applied for.
When did schools start doing that? Also since they still haven’t had any jobs to record on their CV they’d still have to remember the info on how to write one years later once they actually are working and have info to record about their jobs.

Quite often folks write CV when they mean resumen, but that doesn’t mean that they are the same thing.

I know that our company interchange between phrases quite loosely as that’s how the market has evolved.

Since this topic has been brought back to life I’ll respond to this.
It’s true that the two are used somewhat interchangeably within the US, but in the UK no one uses a Resume unless they’re applying for a job in America. However, as Americanisms can be found everywhere, and as people are very impressionable from things they see on TV the difference has always been outlined as a CV being a meatier Resume that you build up over time, even during your time at a job, whereas a Resume is built for a job interview.
They did it when I was at school and if anything it’s more prominent at schools today. We had a couple of lessons to prepare a CV and look at potential jobs; nowadays kids have an entire subject built around it.
A CV will also list your education (including grades if you wish), some basic interests if you need to pad it out, references, skills, etc. It was a while ago, but I remember being taught about how to list your education and how to continue your CV when you leave school and either to college or into work.
