You will have to develop a content strategy with goals and objectives, along with a curriculum, then comes technology. Despite the effusive hope throughout the eduction field, technology does not suggest application – application suggests technology.
The CMS can, when well applied and adapted, can serve a teacher well. There is a field of computer based training which can serve well, if focused with a well articulated curriculum and communications expertise.

One of my friends is a professor at UMASS and a while back I asked her if she ever thought of using WordPressMU or a Wiki etc. to help connect her students with the course materials. She said “Oh, I have blackboard”. In my ignorance I thought she meant as in “chalk”, so I said “You don’t use a white board?” which elicited quite a laugh.
I couldn’t for the live of me remember its name for some reason though, so there you have it. Give it a try.

in my project i want to generete blogs (or wiki or others) for teacher and the students and let the teacher to administrate all the blogs genereted. in another words the teacher have interface.in This interface there is a froms and he put for exemple 5. So the system generete 5 blogs (1 blog for him and 4 others for students groups) and a portal to administrate all (like igoogle or home page yahoo).
i seek if there the system to do that.

No. And this isn’t the place to give a rundown of what works and what doesn’t in education for the last decade. Given our exchange to date, I really must suggest a finished application directed at teachers, like Blackboard.
Bringing a Wordpress or Drupal install to fruition as a working, strategic, application is an undertaking I strongly urge you to never try. A coherent, working project is nothing like what you apparently think it is based upon your sketch.
There are any number of tried, tested, best practices for educators. You can rest assured posting in a forum and expecting to get your homework done by others is not among them.
