WHMCS: Designer needs 'copy' or license of WHMCS to integrate?

Hello, I’m sorry if this is a dumb question.

I’ve had a website designed for a new company that has not launched yet. The basic design is finished. Now I want to have WHMCS integrated into the design so everything matches and looks nice. I want everything with the website done in advance, ready to go.

But I have not decided on my servers/provider yet, so I don’t have access to WHMCS because a license will be included with whatever package I choose later. I’ve never used WHMCS before, so I am a totally noob on this topic.

My question is, can a designer integrate WHMCS into my design without me having access to my own copy or license of WHMCS yet?

I know that question sounds odd… but I’ve seen many web hosting templates for sell that already had WHMCS integrated, so those designers must be doing it, right?

If not… should I sign-up with a cheap reseller account somewhere, just to get temporary access to WHMCS, so the designer can integrate into my design?

Why don’t provide temporary access to your web designer?

I don’t have it myself. I haven’t chosen my provider yet.

I think you need to find the provider first. And if web designer familiar with WHMCS he will be able creat the skin and give you instructions how to integrate that.
