I can not create a blog. In this case please advise me whether there is a problem with html tutorial or redirecting procedure?
All I can say is that you have Visibility set to hidden (see around 00:30), so that would explain why http://lets-dectiveofstudents.tumblr.com/ is not live. Other than that, it’s not clear what you are asking.
