What do you mean by “technology”? Hardware? Software? Programming language? And what kind of websites? Static? CMS? E-commerce?

The more information you provide, the more likely you are to get a helpful response.

“Best” in what sense? Cheapest? Most versatile? What platform are you using? What platform(s) are you developing for?

Your question is pretty wide to answer, website development is too wide. In general I don’t think there’s any, everything has its own pro and cons, you need to determine your case (what you want to build) and then you might be able to find what the best for it (even though still there is no best of all).

According to my experience in this field, I would recommend 2 things, which are :

  1. WYSIWYG online editor

  2. Starting learning and trying.

    One of the best online WYSIWYG editor are :

    • Wix
    • Weebly
    • Joomla
    • and much more… Just Google it!

Starting learning and trying

This is best option because it feels like achievement whenever you do something, first learn basics HTML, CSS, JS etc…

Read a book,
Take a course in school,
Just give it a try.

…Then go for learning something new things like web security, algorithms, mathematical induction, top frameworks and just go with it.
