Now that is an interesting position because Google don’t want anyone manipulating their index in any way whatsoever, regardless of what you call your method, so that includes ALL of SEO which is about spoofing the signals that give you a good rank on Google.
If you don’t want people to discuss issues that are against Google TOS then you should remove the entire SEO forum except for a sticky which describes how to build a search engine friendly page, or just put a link to Google’s guide on how to do that.
If the method is “blackhat” meaning illegal or against Google’s Terms, then the answer is nowhere. SitePoint is a place of and for web professionals.
