Where to find experienced in coding teammates?

I am a designer with abnormal passion for design and significant experience creating interesting projects, but during development the latest SITE I have felt a shortage of my coding skills.
I have a lot of unique ideas for projects and now for developing I really need a teammate with high level knowledge of HTML/CSS coding.
But running deep search I’ve surprised by very few places where some ppl I could find them.

Could you give an advice where I could meet some interesting people to join my team?
