In your Cpanel you will find a Help/FAQ Link there…which will have documentations about what you have asked for…try there…neways what is the version of the cpanel u are using?
You can not modify quota from cPanel itself. For that you need access to WHM. For more details you may refer to http://docs.cpanel.net/twiki/bin/view/AllDocumentation/WHMDocs/ChangeQuota
