You should do what is known as “on-page” SEO - choosing the correct tags, creating proper meta descriptions, etc., as you build the site.
When - and even whether - you do off-page SEO once your site is live is up to you.
As you are clearly new to the subject, I suggest you start by reading Google’s “Search Engine Optimization Starter Guide”.
You Can start SEO with development of new website other way i want say you make SEO friendly website it’s more benefit respect to first complete website then start SEO.
