What is the strategy to fix a page/ website in a permanent position in the SERP?

It is observed that the positions of a webpage or a website is very flexible in the SERP. To-day it is in page number one , tomorrow may be it is in page number three or four or others!
What is the strategy to fix a page or website in a permanent position in SERP?

I don’t believe that is any way to “fix” your position. There are too many variables that are beyond your control.
Some fluctuation is normal and nothing to be afraid of.

Any “strategy” you might come up with is more likely than not to fall foul of Google’s guidelines and is likely to result in a site falling further and further down the rankings.

Google believes that searchers want a variety of highly relevant content from very trustworthy sources. A large part of search engine result position (SERP) is click-through rate. If
Google never varied SERP position, you would end up with a situation
where the strong get stronger, and the weak get weaker.

The only strategy i can see to actually fix it in place would be to move to California and work your way up through the business until you are a position where you can get the google developers to re-write the algorithm and always display your site in said position. But that might be quite time consuming.

If you find another way of getting sites to appear always in a certain place on SERP, without breaking googles rules, you will be driving a ferrari pretty soon as you will be able to sell your services for a lot of money.

Best plan is just keep following the rules and providing good relevant content on a well made page.

The only strategy that will fix the position would be to delete almost all of the content of the page - that will fix the page in the only position where it is possible to actually fix it - in last place.

It seems to me that what is being missed here is Google Advertisements.

From what I can tell, purchasing an “ad” will almost guarantee it’s being displayed in the SERP when it relates to the search terms

The ads display ABOVE the SERP - not in it. For most search results there are three ads and then the fourth entry is number 1 in the SERP.
